To enjoy boating, first we need to have licenses so as to handle pleasure vessels (yachts, speedboats, jet ski, sailboats with motors, etc.) in Hong Kong waters. The
certificate required is Pleasure vessel operator certificate,
it's classified as grade 2 and grade 1, one should start with grade 2 licenses afterward might upgrade to grade 1.

II Operator Certificate (Part A master , Part B engineer)
Pleasure Vessel Grade II
Operator Certificatewill entitle the holder to handle a pleasure
vessel up to the length of 15 meters which
fitted with unlimited engine power.
Pleasure Vessel Grade I
Operator Certificate
Pleasure Vessel Grade I
Operator Certificate will entitle the holder to handle any pleasure vessel
in Hong Kong Waters.
